added several APIs for parsing specific purpose
baseically all the APIs in the libheif are designed for decode and encode.
But from time to time, some engineers need to use APIs that are focused only on demuxing(parsing) and muxing.
For those requirements, I added this APIs and create PR.
But, as you can see, get_compressed_image_data will work only for the case of HEVC(HVC1).
So, some prevention code are required.
Please, find the code in the PR and help to the code be merged into the main brach.
