Goal of this PR is to enable comment customisation by any method. The selected method is to be able to disable the default comment and provide output that will enable the user to write their own comment.

Re-evaluating it each time it's used causes it to get the wrong repo
sometimes (e.g. marocchino/sticky-pull-request-comment while generating
the comment text)
