This PR introduces two fuzzers, a build script for OSSFuzz, and a pipeline file for continuous fuzz testing of contributions to this codebase.
NOTE: The fuzz job will fail until this is merged and a subsequent PR to Google's OSSFuzz project to finalize the integration is merged.
