This PR implements an initial version of the
sdm_toolsrepository, which is intended to contain scripts and utilities for working withsdm_schemas.The building and packaging of the datalink metadata, formerly using scripts in the
datalinkdirectory ofsdm_schemas, is the first use case that is implemented.A
sdm-toolscommand line interface is provided where various commands can be added, e.g., the datalink command can be executed usingsdm-tools build-datalink-metadata.
