CI is working again

What I did:

• Synchronized the project with intellij-platform-plugin-template to tag 1.13.0 (I have to do this anyway).
• I made Verification not to crash (CI should fix it) (issue CI builder doesn't work #2);

Opps... I was a bit hasty in fixing the problem. I have moved this PR to Draft.

@roxblnfk, the CI debacle continues :(

There's the error again, but only because of incorrect configuration The workflow is not valid. .github/workflows/build.yml (Line: 155, Col: 25): Job 'releaseDraft' depends on unknown job 'test'

I wonder why GitHub gave such a merge.... Maybe some rule that requires mandatory CI is not enabled.

I will fix this problem in yaml later.
