Update workflows

Summary

Aimed at updating workflows. GH has decided to deprecate all of the ubuntu-latest runner images, thus we need to switch to Ubuntu 24.04 runner images. See actions/runner-images#10636 for more info.

Also cleaned out old workflows + updated PULL_REQUEST_TEMPLATE.MD to fix errors.
