release after test pilot network implementation

version 1.0.0 is now published on https://pypi.org/project/mwr-raw2l1. This release contains a multitude of bugfixes for cornercases found during the deployment and operation of the code at Met Office infrastructure where it processed near real-time data from a multitude of sensors from all instrument types and many of the available generations. Additionally quite some work was put into extending the testing and the documentation.
