We need to update the azure/pool.py script and associated workflow to drop extraneous features (i.e., Blobfuse). We also want to streamline the logic so that it's easily locally runnable, following CDCgov/cfa-actions#13.

We're planning on generating it to run as a uv script so that its dependencies are handled via inline metadata.
