They're not well documented, and the API isn't the trivialist thing, so we should have a good high level doc.

I'm hoping interrupts get a complete rewrite in 2022 (I've had a PR open for about a year I just haven't fully finished up yet) That will make this much easier. So documenting the old setup might not be worth it. But we can if we want.

wpilibsuite/allwpilib#2410 has been merged, so we can start this doc issue up again.
