Epic: Direct Debit Payment Methods

The goal of this epic is to enable three direct debit payment methods: ACH (US), Bacs (UK), and Pre-Authorization (CA). The epic will start with three spikes, one for each method to determine what overlapping efforts there might be and whether to approach each of them separately or as part of one project. Initially these spikes will be the only issues in the epic, but depending on the results of the spike, we may continue using this epic for the whole project or break it into three new epics.
