Transfer issues to appropriate repos?

With Github's new(ish) ability to transfer issues, we should probably move all the issues labelled CSP, SRI, etc. to the appropriate repositories... I worry that old issues in this repo won't be seen. I stumbled on some about permissions solely by accident.

We should also discourage people from filing issues here, unless it's admin stuff.
