Make customer sector a required field for energy costs

Currently, if the customer sector isn't set, E3 returns nothing and it breaks the results. We should make customer sector required so that the E3 request is properly formed.

i have an issue already created to provide a list of all the required fields. should I provide that list now? and would it be better to have that list by page?

I don't think we're going to get to this before Monday, so you can wait until then at least.
