FontLab doesn't seem to handle skin tones correctly.

I tried using Segoe UI Emoji (Windows 11 version).

I'm using the default font for Windows 11, Segoe UI Variable and Segoe UI Emoji.

But it seems that this issue is reproducible with your sample as well, according to the hand gesture emojis in this screenshot.
