Create a command for archiving teams and repos

Archiving a team/repo happens relatively often, and currently it's a bit of a manual process with unclear rules that are mostly only found on CI (move the TOML file to a correct directory, move all members of a team to alumni status, remove all permissions of a repo). It should be simple to create a command that would automate this.
