StudySubject field discrepancy flag is not clickable

Description:
In Add and Edit StudySubject view the discrepancy flag actions are inactive.

Requirements:
Basic installation with at least one study with enabled discrepancy management.

Steps to follow:

1. login
2. Tasks/ Add Subject
3. or from SubjectMatrix/ ViewStudySubject/ Edit Record
4. click on discrepancy flag
5. click save

Expected result:
working discrepancy pop-up dialog shown

Actual result:
nothing happens

Additional context (optional):
Julia was saying that even with pop-up fixed the discrepancies are not saving.
