I don't understand the notice properly. Does all the torrent clients make it's data available to others? Also now I am not sure if it is safe to use qBIttorrent. Can anyone explain or atleast help me with this?

qBittorrent is file sharing program which uses BitTorrent protocol for data transfer. any torrents you downloaded become available for downloading (from you) while they are in list (aka "shared"). nothing else is shared. that's how BitTorrent network works in short.
it is your complete responsibility for downloaded content, i.e. only you are only responsible in case of downloading/sharing illegal content.
qBittorrent doesn't track anything you downloaded, so it is safe to use. but keep in mind your responsibility for downloaded content.

In short, if you dont download/share anything illegal, then you're can do anything you want
