Add "TOP-lijst" categories Dutch Government to Country Specific Section NL #206

It would be very fruitful if the "Country Specific Section" for The Netherlands (nl) would include the categories that we distinguish within the Dutch Government. Since issuers of OSS would be able to categorize their project.

Rationale

  • A lot of Dutch government platforms use these categories/themes (http://data.overheid.nl/)
  • Dutch OSS projects are more easily recognizable in the content landscape
  • The standard doesn't seem to have a sector kind-of tag yet?

I think that adding the TOP-lijst categories is a good idea.

Note that https://data.overheid.nl/ is not using the TOP-lijst. It still uses an older list. In my opinion it would be great if https://data.overheid.nl/ would upgrade to the TOP-lijst in the future.

The categories-list is a list of types of software (btw, on which e.g. 'information retrieval' and 'knowledge extraction' are lacking), while the toplijst contains policy domains. They are both classification types, but should not be intermingled.
So, indeed, adding a 'sector' to publiccode.yml could be useful, and the TOP-lijst could be used for that, for NL.
Using an international list (or mapping to it) could be useful, but it might be difficult to find a list that is fit for purpose. Eurovoc looks useful at first sight, but is EU oriented and very large.
Imho, the question can also be posed whether there is an external list available for the current categories.
