Bug: non-blocking input doesn't work on windows because of a pipe issue #322

Expected Behavior

Blocking input on Windows where controller inputs are flushed after input, every frame

Current Behavior

Seems to be non-blocking

Steps to Reproduce

I don't specifically know the granular issue but it may be because of named pipes on Windows. I am not familiar with the source enough to identify exactly why.

Environment

Windows 10 64-bit Home
Python 3.8 when using libmelee + Slippi to interface with Slippi-Dolphin
