[Bug]: GUI crashes work when "create observability dashboard" button is clicked.

Dead link in the Opensearch Dashboard GUI. See screenshots.

To reproduce

1: Browse to the dashboards page.
2: Click on one button. (Create observability dashboard)
4: redirected to /app/observability-dashboards#/create

???

Application error.

Expected behavior

It is expected that the link doesn't lead to broken page.
Cannot create observability dashboards now.
