Include indicator of jurisdiction in the output JSON files

What's the preferred piece to include, the division_id or the jurisdiction_id? Would it be redundant to do both?

I'd go w/ jurisdiction ID- that's the key that things use when scraping

I think conceptually it makes more sense in the base class, but happy to just use the add-on in kafka for my purposes, so your call.
