The columns mean run time, mean queue time on the page
https://stable.opencast.org/admin-ui/index.html#/systems/services
show 12:00:00 am when the duration is 0 and the localization is set to a language with am/pm-time format. These durations shouldn't be localized/ should be handled as time duration instead of time.
(Starting with 12 made perfect sense when the clocks still had arms. ;)

Fixes opencast#923.

The "mean run time" and the "mean queue time" in the services table
could show as timestamps instead of durations. This patch
should fix that.
