Blank end-of-file cells detected as an error #600

Overview

I upload the xlsx
ODE identifies the last empty rows as an error.
This should, I think, not be identified as an error, because they are not interspersed empty rows.
When I upload the same file as a URL it doesn't detect these rows it goes
