Locations Are Not Accessible by Non-Super Admins in Staging Environment

Describe the bug

When attempting to change a patient's location using a non-super admin account in the staging environment, the location field in the structured questionnaire is not accessible.

To Reproduce
Steps to reproduce the behavior:

1. Navigate to Staging Environment.
2. Click on Encounter and attempt to change the patient’s location.
3. Notice that the location field is not accessible.

Expected behavior

The location should be accessible in the structured location questionnaire for all users with the appropriate permissions.

Locations are accessible to people who have access to them only. This is a feature not a bug.

also there is no locations in it to update 🧐

Permissions weren't synced on staging. Issue is resolved now; I checked with the test account.
