Describe the bug

The camera capture and file upload workflow is currently disrupted. Users can only view the uploaded file after the upload process is complete, rather than following the expected sequence.

To Reproduce
Steps to reproduce the behavior:

1. Open any live encounter.
2. Navigate to the "Files" section.
3. Capture and upload a file using the camera.
4. Observe the incorrect behavior.

Expected behavior

1. Capture an image using the camera.
2. Display a preview of the captured image.
3. When the user clicks "Submit," show the pop-up asking the file name with a submit button.
4. Upon successful submission, automatically close the pop-up.
