Create an endpoint on the contributor-backend service which takes in a set of email addresses and returns a subset of all the email addresses that have not signed the latest contributor agreement.

  • create endpoint.
  • add custom auth backend that validates a secret key/token so that only GitHub Actions can call the endpoint.
