Plan board elections

Some of the things to do for this:

• treasurer comes up with list of members
• Secretary (or anyone) reminds people to check their donation setup (ie if membership lapsed accidentally, now is a good time to get donations set up again)
• Create wiki page about the board election and link it to the main elections page
• Tell people on discord, slack, and noisebridge-announce that the elections are happening during some date range, and ask people to add themselves to the wiki page for 2023 if they want to nominate themselves for the board (give a couple of weeks for it to happen)
• Explain D&O insurance and what being on the board means; a good time to share the actual documents for insurance and bylaws
• Tally up the votes.
• Update everyone on nb-announce, wiki, discord, slack, with new board info
• New board needs to agree on officers
• Update our paperwork (how tho?)
