[Bug]: Link rendered as button does not have link style in Windows HC theme

Current Behavior

Link without href is rendered as a button. It has correct text color in regular themes but in Windows HC theme the color is black or white (equal to regular text color)

Expected Behavior

Link color should by Hyperlink

Set Windows HC theme
Open Link documentation in the browser
Scroll to As a button section

Observe the color
