Adding Custom Operations?

Good Day. I wanted to ask about the process of adding Custom Operations to the Open Source server. If the Operation Definition and other resources are made available, can they be added to the server as additional operations.

I know routes would need to be added, but other than that where would the process need to begin and what would be required?

For example from the SDC IG: http://build.fhir.org/ig/HL7/sdc/OperationDefinition-QuestionnaireResponse-extract.html
