Add config / scripts for copying files in/out of VMs

This should lay the groundwork for shipping a developers personal setup (on top of jumpfiles) to their devenv VMs

This depends on the VM versions for Amazon and Azure to be implemented. Partial bounty is available for a GCP only version.
