[BUG] Keyboard Shortcuts Do Not Work

Describe the bug
I did a fresh install of Seelen on Windows 11 24H2 (build 26100.1742) and the only shortcuts that work are moving between workspaces and sending windows to different virtual desktops. I've tried rebinding them, running the app as admin, restarting a few times, and none of that didn't work.

To Reproduce
Steps to reproduce the behavior:

1. Go to "shortcuts" tab in Seelen UI settings.
2. Turn on integrated shortcuts.
3. Press the key combination for focus left, increase width, etc.
4. Nothing happens.

Expected behavior
The key combination results in the described action.
