POC of Sending Eiffel Events within Nordix

Description

We want to send Eiffel event for our own tools. We propose to start this work by POCing sending Eiffel event within Eiffel services running as container within Nordix.

The POC would consist of

1. 1. Trigger event sending from the workflow connected to a GitHub PR being pushed or merged.
2. 2. Enable a way to verify that events have been sent via some URL for troubleshooting purposes
3. 3. Get some status information back to GitHub regarding the Eiffel events sent
4. 4. If the PoC is successful, write an issue to create a production grade solution that can be deployed as a service supported by Nordix.
