Please don't open a PR -- there is a lot of work that is needed to be done to port this to 0.19. I'm in the process already of working on this.

The linked issue is merged, does that mean this can be closed? :)

It can be closed although this package itself was not upgraded. But the functionality was merged into elm-explorations/elm-test and updated for 0.19, so you can use it. This repository should be marked as deprecated and point to elm-test.
