The tag within the new modified-sfr construct still attempts to parse text that looks like an SFR into a hyperlink, and since this tag only allows HTML inputs the tag cannot be used to suppress it.

I would try using the <no-link> tag around the FTP_ITC.1 reference. It won't validate, but it should still work to prevent the link. If it works, I'll figure out a way to make it legal.
