impl. push api for our app

Push notify will be impl. on server side part of app
When data/new functionality will be change on site, will be start send notify for all user who accept notify msg
Will be add databse sql-lite for ex. for register users and will be generate internal statistic about who accepted, readed notify or new functionality etc.
