[Bug]: Webhook will fail if the store is in maintenance mode

Fractal Encrypt ran into this problem. We should look at a way to bypass Prestashop's maintenance mode, since you want order information to arrive, no matter what.

There is a possibility that this is not possible (or unwanted), if so, we should document this somewhere.
