Adding a new set of labels to show status of closed issues

There may be cases where we need to close incomplete issues temporarily, such as when we cannot proceed further at that time but may be able to revisit them later. In these cases, having a new set of labels, such as 'Completed,' 'In Progress,' etc., to indicate the status of closed issues could be helpful.

In my opinion, completed label is redundant, as this is the usual case we expect to see most of the time. However, I agree that there should be a distinction between active and passive issues.

Another solution is labeling passive issues with pri: low. Though, I would prefer closing them as unplanned and labeling them as In Progress.

I opened an issue #32 with @onurkck928 to see how issues closed as not planned seem. As it seems they're not easy to filter this way.
