SKR E3 v2.0 hotend not heating up

So I got this new mother board the BTT SKR MINI E3 V2.0 and I plug it all in and update the firm wear but the hot end doesn't want to heat up so ok I just replace the heater carriage nope, so I check the volts the printer is receiving in all 24 volts ok, but I heat it up the whole hot end is not receiving any power. So, I check the firm wear look everything up online, but nothing comes up on this topic. so i decide to check the bord nothing is wrong. and not shortages no magic smoke and no other scent of smell just a regular mother board for a print is what it looks like

so, what was suppose to happen is that the nozzle should heat up?

what happens is it doesn't heat up and 30 seconds later the emergency bell rings on the lcd screen.
