Japanese IME's inline editing does not work

This issue exists with all input fields in the UI including Layers panel, CC Lib panel, and Search dialog.

This is a core issue reported as https://jira.corp.adobe.com/browse/PS-1036

but want to keep track here with the Ship Blocker label. This is a serious usability issue in Japanese Windows platform.

Method:

1. In Design Space, choose Layer name field
2. Invoke IME and input Japanese character such as "あ" by input A key from keyboard

Result:
Japanese character appears on a floating window at top left of the screen.

Expected:
Japanese character is input directly on Layer name field.
