Flip Horizontal or Vertical on layers that span inside and outside artboards don't auto-nest

create a shape inside an artboard
create a 2nd shape outside an artboard
select them both
Arrange > Flip (Horizontal or Vertical depending on where you position the layers)

Result: layers are flipped but don't auto-nest

I verified this bug was fixed a while ago on cyan jenkins build. I have asked Chris Butler to let me know when the fix gets promoted to main. Opening this to keep track since watson bug is closed.
