Describe the bug
We simply start to get a lot of these errors for our self hosted runners
POST https://api.github.com/repos/XXXXXX/YYYYYY/actions/runners/generate-jitconfig: 503 - Server Error // See: https://docs.github.com/rest/actions/self-hosted-runners#create-configuration-for-a-just-in-time-runner-for-a-repository

To Reproduce
Steps to reproduce the behavior:

Start a self hosted runner.

Expected behavior
Create the jitconfig successfully
