[Future request] Customizable dimensions black list of cloud rendering

With this mod, clouds are rendered in inappropriate dimensions, for example on Advanced Rocketry planets. It would be nice if there was an option to add dimensions to a blacklist so they don't render clouds.

There's already a PR for this feature, so you could probably use that if you want a solution now.
