use dzil to generate POD for maintainer/author/contributors

PPI being a rather long-lived project, it doesn't belong to a single person and if we're documenting these things at all, they should be in the form of listing the maintainer who produced the most recent release, the original author, and all contributors; which dzil should be able to generate from git data.
