On scattered cloud

this is listed in the local table as

WMO tables list cloud heights in units of metres
http://codes.wmo.int/grib2/codeflag/4.2/0-6-11

as GRIB is unit locked and prefers SI units, so a cloud level in kft may be difficult to progress

this is different again from an alternative proposal
cloud amount below 1000 feet above surface level (%)
shared in a doc from @mgange659

I wonder if we are not in a strong position to pursue scattered cloud with WMO given
