When dev'ing a cloned repository Pkg.build is not triggered #4068

When Pkg.develop downloads the package

$ julia -e 'using Pkg; Pkg.develop("CapAndHomalg");';

Pkg.build is successfully invoked, while when dev'ing the cloned repository Pkg.build is not triggered

$ git clone https://github.com/homalg-project/CapAndHomalg.jl .julia/dev/CapAndHomalg
$ julia -e 'using Pkg; Pkg.develop("CapAndHomalg");';
