Server restarted but command prompt console is hidden

Describe the bug

When I use restart command server restarts, but not showing command prompt console and cannot show it by myself.
Are there any ways to reshow hidden command prompt console?

Expected behavior

enable to show hidden command prompt

Steps to reproduce

1. writes scripts and configs
2. use restart command
3. server restarts
4. new command prompt console is opened but not showing that
5. cannot open that by myself
