Create "ReadtheDocs" site for hosting documentation.

We will want one of these to integrate into the DIBBs public site to help our jurisdictions install and configure our machines. Make sure we have approval from PM staff before we roll this out.

Acceptance Criteria:

• Work with Rin to make sure we have approval to use this technology.
• Decide whether to allocate a separate repo or just use what's in dibbs-vm. (Possible preference for the latter, with keeping the documentation in a separate folder for the build process)
• Create the dockerfile and basic documentation structure
• Create a CI/CD process to build the docker image
• Come up with a versioning scheme. Start with 0.x versions until we have our first GA releases of our VMs.
• Publish the image to the GitHub Container Registry.
