We need somewhere to store our images, as they will end up being too large for GitHub.

Acceptance criteria:

Determine which artifactory to install. Use this document for guidance.
Determine whether to host this at Skylight or at the CDC.
Create the proper terraform in the dibbs-cloud repo for installing and managing the artifactory and the storage location.
Determine retention policies.
